Four stockpiles of excess soil generated from construction activities are present at the City of Guelph wastewater treatment plant property located at 530 Wellington Road in Guelph, Ontario. The approximate locations of the soil stockpiles are shown on the aerial image provided in Attachment A. The total weight of all four stockpiles has been estimated at approximately 4,000 tonnes. The scope of work for this project is to excavate the soils present in all four stockpiles (including 0.1 m of native material from beneath each stockpile and as directed by the ENGINEER, load the material into trucks, and transport it off-site for disposal at the Ontario Ministry of the Environment, Conservation and Parks (MECP) licensed landfill facility. The areas where the stockpiles were located shall be graded to promote positive drainage and left to naturally re-vegetate. The CONTRACTOR is responsible for completing utility locates and being familiar with the access conditions associated with each soil pile. Soil piles 1 and 4 are located beneath high voltage electrical lines. All access roadways are to be left in a condition similar to pre-project conditions, Environmental sampling of the bulk soils for petroleum hydrocarbons, polycyclic aromatic hydrocarbons, metals, volatile organic compounds, semi-volatile organic compounds, and polychlorinated biphenyls has been conducted. The results indicate that several parameters exceed the current Ontario MECP Table 2 Site Condition Standards for industrial land use. A composite soil sample from each stockpile was also submitted for chemical analysis of metals in accordance with the Toxicity Characteristic Leaching Procedure (TCLP). The results of the bulk and TCLP data indicate the stockpiled soils can be classified as a solid non-hazardous waste. A summary table of the bulk analytical data and copies of the laboratory data reports are included as Attachments (bulk analysis) and (TCLP analysis). |
