Description: 

The City of Guelph is looking for ways to finance the construction of the capital program to improve the housing supply while not creating an additional tax or rate burden for existing residents and businesses. Specifically, we are looking to understand the legislative framework for different types of financing options under the Development Charges Act, to understand the financial, engineering, planning, and legal considerations of implementing these options and, to develop polices, procedures and templates for the chosen options.
